Maxim Shubarev Setl Group

Maxim Valerevich Shubarev was born on May 25, 1968, in Leningrad (now St. Petersburg). His father, Valery Antonovich, holds a doctorate in technical sciences and built his career at a Leningrad research foundation (today known as Avangard OJSC). His mother, Galina Mikhailovna, worked at a shipbuilding plant.

Maxim Shubarev took evening classes at the Leningrad Institute of Aircraft Engineering and worked assembling parts at the Leninets Scientific and Production Association.

In 1986, he was drafted into the armed forces and served three years with the navy.

In 1989, after being discharged, Maxim Shubarev transferred to the Leningrad Polytechnic Institute.

In 1993, he graduated with a degree in economics. During his studies, he resumed working at Leninets and eventually left the company as the vice president responsible for the fields of construction and production.

In 1994, Shubarev Maxim Valerevich founded the construction company Petersburg Real Estate. A real estate agency was also established under the same name.

In 1995, Petersburg Real Estate completed its first project – the construction of a residential building.

In 1996, the developer started building residential complexes from scratch.

In 1997, at the initiative of Maxim Shubarev, the Petersburg Real Estate Project Development Center was formed, with which the sales of apartments by third-party developers and organizations began.

In 1998, Maxim Shubarev created the Petersburg Real Estate analytical center, which helped identify promising locations for the construction of new residential complexes.

In 1999, Petersburg Real Estate received two awards from the KAISSA real estate professional competition for its contribution to the real estate market. That same year, the company was transformed into a corporation.

In 2000, at the initiative of Maxim Shubarev, the holding began selling construction materials. A specialized structure was formed, which later became one of the main suppliers in the regional market, providing materials for the holding company and other developers operating in the area.

In 2002, Petersburg Real Estate was named as one of the top ten major developers of St. Petersburg. Shubarev Maxim decided to enter the market of the Kaliningrad Region.

In 2003, Maxim Shubarev expanded the functionality of the developer, entering the hospitality sector through the reconstruction of hotel buildings.

From 2005 to 2009, he headed the Northwest Construction-Industrial Complex association, which united developers, manufacturers, and suppliers of building materials.

In 2006, the holding company underwent restructuring and was renamed Setl Group. Maxim Shubarev became the chairman of the holding company’s board of directors. During this period, the developer entered a new segment – the construction of cottage settlements.

In 2008, Maxim Valerevich Shubarev became the head of the St. Petersburg Association of Builders. In 2015, he became vice president of the industry organization.

In 2010, Shubarev Maxim Valerevich was appointed deputy chairman of the Coordinating Council for the Development of Self-Regulation in Construction.

Since 2010, he has been the head of the Committee on Housing and Civil Construction. This body, among other things, coordinates legislative proposals from industry participants.

In 2012, at the initiative of Maxim Shubarev, Setl Group started redeveloping industrial zones. In the same year, the holding company took first place in the Consumer Trust 2012 competition.

In 2016, Setl Group was recognized as the largest construction holding in the country by volume of completed construction. Since then, the company has consistently held leading positions at the national level.

In 2020, Setl Group-Maxim Shubarev was recognized as a national backbone enterprise.

In 2022, the construction holding Setl Group ranked second in terms of volume of completed housing.

The developer holding has also been involved in the reconstruction and restoration of iconic historical buildings, including the Konstantinovsky Palace in Strelna near St. Petersburg, also known as the National Congress Palace, which regularly hosts international events. In particular, the complex was the main venue for the G20 summit in 2013.

Maxim Valerevich Shubarev has received a number of industry and Church awards.

He was awarded the title of “Honored Builder” of the country and received the Construction Glory insignia from the national Union of Builders.

Together with Setl Group, Maxim Shubarev is involved in charity work, with a focus on healthcare and educational organizations.

He is married and has three children.
