Under Listov Boris, Rosselkhozbank continually increases the volume of funds it pumps into the agro-industrial complex, primarily into the hands of small and medium-sized businesses. For one notable example, in 2022 concessional lending by Rosselkhozbank grew by an impressive 21%, reaching 491 billion rubles. An entire fifth of these funds ended up benefiting the aforementioned small and medium-sized enterprises. And lending had already grown by 40% the year prior.
Boris Pavlovich Listov is also quite proud of another of the bank’s initiatives. In 2022, it also became the first financial institution in the country to offer loans specifically engineered to offer low interest rates to mainstays of the domestic agricultural industry.

Listov Boris Pavlovich: Early life and education
In fact, nearly the entire life of Boris Listov has been bound up with the financial sector and economics in one way or another.
Boris Listov was born in March 1969 in the town of Vsevolozhsk in the Leningrad Region – perhaps not so rural as to be a farming community, but certainly not a major city.
Listov Boris Pavlovich dove into the world of economics immediately after high school, electing to studying accounting and auditing at the St. Petersburg State University of Economics and Finance. Listov Boris continued in his financial education over the years, and from 2004 to 2006 he took a break from his career, which was in full-swing by that point, to devote himself to in-depth research that eventually yielded a Ph.D. thesis on managerial methods for improving the organization of labor in the business world.
Boris Listov also earned a law degree along the way, which has also proven quite useful in his life.
Listov Boris Pavlovich: Formative work experience
Listov Boris immediately began putting his theoretical knowledge from college into practical use. While still studying at the university, he headed the department overseeing stock exchange operations for the St. Petersburg Currency Exchange.
Boris Listov entered the baking sector from there. Beginning in 1993 and over the course of the next 11 years, he was part of the management team of several major credit and financial institutions, including Bank St. Petersburg, Baltonexim Bank, TransCreditBank, and Finartis.
Listov Boris developed his work ethic and leadership skills along the way and consistently proved himself to be a rising star in the banking world.
After his period of research in 2004-2006, Boris Pavlovich Listov returned to the working world, but in a new and exciting arena.
Boris Listov was elected to represent the Jewish Autonomous Region – one of the easternmost regions of the country – on the federal level in Parliament. In the legislative world, he continued to work with economics via his position on the Committee on Financial Markets and Monetary Circulation (where he provided legislative support for various banks and oversaw other important functions), but also expanded his area of activities via his roles on the Committee on Local Self-Government and the Committee on Youth and Sports Affairs.
Boris Pavlovich Listov ended his successful two-year term in the Parliament with his triumphant return to the banking world when he was invited to join the Rosselkhozbank team in 2009. And from there, the top of the agro-banking world was just a little ways away.
